When a roadside rescue service and the DVSA clash over changes to a system that has been in place for over 90 years, things are going to get heated. Evidently there has been some disagreement. The 90 year-old paper tax disc is due to be replaced on October 1st, 2014, in favour of a new electronic system. It’s likely that such changes will affect theory test questions related to car tax and also motorists, which the RAC claim will leave drivers baffled and result in increased tax evasion.
The RAC’s Case
The Book Theory Test Today blogger says: “The RAC claims that the introduction of a new electronic system will see a rise in tax evasion amounting to a government loss of £167 million a year.â€
Recently the RAC carried out a survey, which suggested that 36% of drivers were unaware that the paper tax disc was about to be scrapped. A further 47% were in the dark about when the changes were set to take effect. The poll also revealed that 63% of motorists expressed concern over an increase in the number of untaxed vehicles on the road.
The Book Theory Test Today blogger says: “It’s obvious that those motorists who know about the changes have various concerns. However, perhaps what the DVSA should be more aware of is the number of people who are totally unaware that these changes are taking place.â€
The DVSA’s Case
In contrast to the RAC’s viewpoint, the DVSA argues that the new system will make the process of paying vehicle tax easier and harder to avoid.
Chief Executive of the DVSA, Oliver Morley, used a somewhat poignant analogy to argue the case for an electronic vehicle tax system. He stated: “There’s no requirement for a TV licence to be in view in a window at home, but the system is still closely monitored. So, in theory, we can expect the same outcome for an electronic car tax system.â€

Looking up and not seeing my disc in the window, I’ll feel like I’ve forgotten to pay. Scary times, but I guess it was only a matter of time before technology invaded this part of our lives too.â€
