New Warning Issued To Learner Motorists Book Your Theory Test Today Announces

Recently, a spate of motoring offences committed by learner drivers has seen them punished by the police, Book Your Theory Test Today can reveal.

Now, in a bid to save police time, Book Your Theory Test Today understands that traffic wardens will be given new powers to punish learner driver motoring offenders, and motorists in general, for moving traffic offences.

Already in operation in London, Book Your Theory Test Today has learnt that the new powers will be trialled among traffic wardens in Cardiff. It was recently reported that traffic wardens in London had been issuing tickets to learner drivers, and their instructors, for stopping in yellow box junctions and driving in bus lanes.

At present only police have the power to punish motorists for offences if the vehicle is moving, but as part of the all new system, Britain’s motorists could soon be chased down by traffic wardens.

However, the scheme has been met with hostility from various groups, not least the current driving theory test contract holder, Pearson Driving Assessments. Pearson Driving Assessments has accused local councils of ‘considering’ the new scheme as a revenue generating initiative, rather than a genuine attempt to stamp-out motoring offences long-term.

In a statement from Cardiff Council, who look set to be the first local authority to operate the scheme outside of London, they said: “It is expected that income generated from the scheme would help pay for the service and the staff who run it.”

Cardiff Council went onto refute claims that the initiative was being introduced to generate revenue, saying: “The intention of all of these measures is to ensure drivers drive responsibly and in accordance with the basic principles of the highway code.”

Questions were raised as to whether learner motorists, without out a UK driving theory test certificate and only operating on a provisional licence under supervision, could be punished to which Cardiff Council replied ‘yes’.

“Even without the presence of a theory test certificate, proving they have the knowledge of how Britain’s roads work on a basic level, learner drivers have the common sense to know that they may be committing a motoring offence”, said a Cardiff Council spokesperson.

However, many disagree with Cardiff Council’s claim, suggesting that any violation of highway rules should see the instructor/supervisor penalised. A number of commentators agreed that to start punishing learner motorists for trivial offences that they may not even be aware of risks discouraging new motorists from taking to the roads.
