Recently, it was proposed that a ‘graduated driver licensing’ (GDL) scheme should be introduced in order to safeguard new, young motorists. Upon passing the UK theory test and practical driving exam, ministers concluded that young motorists would face certain restrictions before being handed a full UK driving licence.

The new GDL scheme would involve exemptions such as night-time driving and restrictions on the number of passengers new motorists can carry, according to researchers.

In an announcement made by Government ministers they said: “The policy document has been put on hold indefinitely as we wrestle with the issues. We only want to release a paper when we have considered all the factors in greater depth.”

It’s estimated that road accidents in the UK account for one in every four deaths of teenagers aged 15-19 across the nation, with a further one-third of people killed on Britain’s roads aged under 25. Efforts to improve the ‘education’ of young drivers via the UK theory test and practical exam are resulting in positive change, but public health experts claim more needs to be done.

In a statement from a group of academics, which featured voices from a consultant in environmental health protection at Public Health Wales, a professor of Psychology from the University of Reading and an executive director of the Parliamentary Advisory Council for Transport Safety, they said: “The need for GDL is clear. It is supported by the road safety sector, the insurance industry, public health, the police, road safety charities, and politicians.”

They added: “International evidence is compelling, and to exclude GDL from the Green Paper would greatly reduce the potential for evidence based change.”

In a statement from Julie Hilling, the Labour MP for Bolton West, she said: “We need to look at graduated licences for young people. We need to ensure that action is taken rapidly on dangerous roads.”
